Where no one lives, there is no disaster and no disaster prevention. Disaster prevention is to protect people's lives in the society in which they live from disasters. But who are these "people"? And is disaster an external enemy? Both disaster prevention and disasters themselves have a lot to do with the state of society and the state of life. This being so, what is the "fertile society" we are aiming for? What is the relationship between a "fertile society" and disaster prevention? What is the role of universities in disaster management? We will engage in philosophical and historical discussions while "interfering" with other units.
I confess that after walking through the uninhabited port area of Ishinomaki in May 2011 and facing the eyes of those who heard the explosion of the Fukushima Daiichi Nuclear Power Plant with their own ears, I was unable to write my academic paper. I knew in my head that this was the time to write, but the meaning of writing a paper evaporated, and something in me stopped. The next decade or so was a time of groping in the dark, trying to start over from this state of meaninglessness. The activities of the Philosophy of Disaster Prevention Research Unit may be, for me, a struggle to grasp "something meaningful" by haunting the thoughts, expressions, and actions of my predecessors and contemporaries who, in the face of numerous disasters and stoppages, have greatly advanced their quests.
